According to the Lehendakari, "Open Government has to overhaul the way of understanding transparency". Patxi López presented the Preliminary Draft of the Transparency and Good Governance Act to Open Government experts, in a session which was an opportunity to gather input to improve the text and ensure it reflects the demands of civil society as far as possible . "Open Government and transparency cannot be a mere cosmetic change," stressed the Lehendakari. One of the main contributions of the legislation is the appointment of a transparency officer in each department of the Basque Government.

"We do not consider transparency as just another word. We believe in it and we have therefore led by example right from the start of this term in office," explained the Lehendakari before recalling that the Basque Government was the first to set up an Open Data program outside the English-speaking world.

The Director of Open Government and Internet Communication, Nagore de los Ríos went over different aspects of the tools, such as moderating the comments.
Koldobike Uriarte, the Lehendakaritza Coordination Director, set citizen access to information as the first goal of the Act. He also stressed that the legislation established the requirement for the openness of public data. "We have introduced stricter requirements regarding access to information than that required by Spanish legislation," he explained.

The Transparency experts at the Bilbao meeting were positive about the Preliminary Draft presented by the Basque Government. Along with them, all citizens will have the opportunity to participate in the Act from this evening.
